The Basics
What is a Comprehensive Plan?
A comprehensive plan is a document that identifies the goals, objectives,principles, guidelines, policies, standards, and strategies for the growth and development of the community.

Why is Hallowell updating its plan?
Hallowell's last comprehensive plan was completed in 1996, a lot has changed since then. Typically communities reassess, update and revise their comprehensive plans every ten year to see what has been accomplished, what has changed, and where the community would like to head in the next 10 years. We have hit the ten year mark with our current plan and are excited to begin the process of visioning for Hallowell's next decade. In addition, State Law requires that a community create and adopt a comprehensive plan that meets the standards of the State Planning Office.

Who is in charge of the planning process?
The City has brought together a Comprehensive Planning Committee or CPC made up of local volunteer residents dedicated to the future of Hallowell. They are eager to jump in and take on the challenge of coordinating the new comprehensive plan. The CPC is here to represent you and welcomes any comments or suggestions you have about how to make the City and the plan the best that it can be.

How can I get involved?
It is easy to get involved in the process...come to the meetings! All CPC meeting are open to the public and times and agendas will be posted on this page as well as on the City of Hallowell website. We are also hosting a series of Public Meetings dedicated to hearing your views on the community and the plan. See below for dates, times and agendas. Also check your mail for postcards from us and fliers around the City that will provide you with additional information on upcoming public events.
